The City of Fairfax Board of Aldermen held a regular meeting July 20, 2022.
The meeting was called to order by Tabitha Wintz, president, at 6:27 p.m. Roll was taken. Also in attendance were: Kristi Duering and Debra Wyatt, Aldermen; Lori Helfers, City Clerk; Danny Kemerling, Treasurer; John Brown, Water Superintendent; Staci Coleman, Michael Klosek, Sr., Michael Klosek, Jr., and Michael Klosek, III, all with Klosek’s Trash Service.
The tentative agenda was approved.
Visitors/Presentations/Public Forum
Michael Klosek, Sr., Michael Klosek, Jr., Michael Klosek, III, and Staci Coleman were present to discuss the waste / recycling contract. Rates for several area towns are going up due to rising prices for fuel, oil and cost of operation. Fairfax trash pickup rates have not seen an increase since 2004. After discussing the contract Kristi Duering made a motion to accept the waste contract and have the city attorney review contract before signing. The rate increase will not go into effect until the September billing. Debra Wyatt seconded the motion and it passed unanimously. Klosek’s Trash Service representatives left the meeting at 7:35 p.m.
The aldermen approved the regular minutes of the June 15, 2022, meeting. Accounts payable was also approved.
Old Business
One sealed bid was received for the property at 204 South Street. It was unanimously accepted.
New Business
Concerning the street grant the city has received there was discussion about opening a new checking account with Farmers State Bank titled City of Fairfax / CDBG Account. This is per CDBG guidelines and money will be transferred as invoices are submitted to CDBG. Authorized signatures will be Lori Helfers, Danny Kemerling, Ryan Kingery, and Kristi Duering. As per current banking resolution there will be two signatures required with the exception of internal transfers which only require one signature. The aldermen voted unanimously to open the new checking account.
Staff Reports
The treasurer’s report was given.
Lori asked the council about providing dumpsters for citywide clean-up before the fair. After a short discussion the council agreed to provide a dumpster on the weekend of August 5 for a citywide clean-up.
John Brown updated the council on the progress with DNR waste water permit.
Tabitha Wintz made a motion to go into executive session under RSMO. 610.21(13) at 8.02 p.m. Kristi Duering seconded and the motion passed unanimously.
The board resumed regular session at 8:32 p.m.
The meeting adjourned at 8:35 p.m.
The next meeting will be August 24, 2022.
