The Atchison County Commission met Tuesday, July 19, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

Clerk Taylor presented updates to Article 8 and Article 8.2 the Atchison County Employee Handbook for review and approval. The commissioners voted to approve the updates as presented.

A notice was received from the Workforce Development Board requesting the reappointment of Julie Jones, Community Hospital-Fairfax, to serve as the Atchison County business liaison on the board. The commissioners voted to reappoint Julie Jones to a new two-year term.

Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, and South District Commissioner Richard Burke. Susette Taylor, Clerk of the Commission, was attending the annual meeting of the National Association of Counties.

Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

Deputy Clerks Deanna Beck and Mandy Keiffer met with the commission to begin review of the employee handbook and make needed updates and changes. Article 2 through Article 5 were reviewed, and updates were approved by the commission.

The Atchison County Commission met Tuesday, July 26, 2022, this being the 7th day of the regular July term. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

The Atchison County Commission met Thursday, July 28, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

Robert Gibson was present to inform the commission that Tiffany Care Centers were in the process of selling the Pleasant View Nursing Home facility in Rock Port to Prime Health Care Management. He inquired about the lease agreement between the facility and county. The commissioners stated that they would be willing to continue the same agreement with the new owners. Mr. Gibson stated that they were aware of the agreement and were also willing to continue the same working relationship. Clerk Taylor stated that she would review the agreement and have the county’s legal counsel draft a new one with the new owners as soon as information was forwarded with the final details. Mr. Gibson stated that he would make sure the new owners met with the commission as soon as possible.

Jeremy Davis, Midwest Data Center, and Road and Bridge Supervisor Kamron Woodring met with the commission again to further discuss a section of Road #60 south of Linden where there is severe washing and fiber is either exposed or close to it. None of the landowners were in favor of having any dirt removed from their property. Supervisor Woodring gave cost estimates of hauling in enough dirt to build up the road and create the proper drainage. He indicated that a survey would need to be done prior to any work. Mr. Davis stated that other options would be to bore the fiber deeper in the current location or relocate it. All options will have to be taken to the Rock Port Telephone Board of Directors before any action is taken.

Rhonda Wiley, 911/Emergency Management Director, was in to discuss department matters. The commission approved moving forward with placing a bid in the local paper, as well as surrounding areas, for installing a new HVAC system in the 911 Center and a bid to replace all the windows with energy efficient ones and close up some that are no longer needed. Clerk Taylor will draft the bids.

Deputy Clerks Deanna Beck and Mandy Keiffer met with the commission as they continue to draft changes to the employee handbook. The commission approved changes to Article 6-1, 6-2 and Section 7-4. They will continue to present updates as they review with an approval of the entire handbook upon completion.

The Atchison County Commission met Tuesday, August 2, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved. Bills were reviewed and approved for payment.

Month-end department reports were reviewed and approved.

Clerk Taylor reported all polling locations are open and running smoothly for the Primary Election.

The commission met with Road and Bridge Supervisor Kamron Woodring to discuss the Transportation Needs Assessment as requested by the Northwest Missouri Regional Council of Governments.

Deputy Clerks Deanna Beck and Mandy Keiffer met with the commission once again as they continue to draft changes to the employee handbook. The commission approved changes to Articles 9 through 18. This was the final update. Changes will be finalized, and the new handbook will be provided for final approval and adoption.
