The Atchison County Commission met Thursday, August 4, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Road and Bridge Supervisor Kamron Woodring was in to discuss warranty details on a trailer.

Road and Bridge Supervisor Kamron Woodring was in to discuss adding ARCGis Pro Basic to his office for adding layers with detailed road and bridge information. He was told to contact Surveying & Mapping, LLC in Maryville to get a quote for the software and training.
Clerk Taylor reviewed the details for bidding out the pasture ground for a new three-year contract. A bid date was set for August 30, 2022.

Presiding Commissioner Curtis Livengood and Susette Taylor, Clerk of the Commission, were attending board meetings with the Missouri Association of Counties.

Commissioners Burke and Quimby went out and inspected county roads.

The Atchison County Commission met Tuesday, August 16, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
At 9:00 a.m. Presiding Commissioner Livengood opened the public hearing to set the 2022 levy rates for Atchison County General Revenue, Atchison County Road and Bridge, Special Road and Bridge, SB-40, Senior Citizens Services, and the landfill.
There were no citizens present for the hearing.
Clerk Taylor presented the rates for approval.
The commissioners approved the following state approved rates:
• Atchison County General Revenue Fund, .4928
• Atchison County Road & Bridge Fund, .4928
• Atchison County Solid Waste Landfill, .0000. (The state approved levy for the solid waste landfill was .0000, due to prior voluntary rollbacks. That rate must be held at .0000 for 2022 as no additional funds are needed at this time for landfill operation.)
• Atchison County Senate Bill 40, .0986
• Atchison County Senior Services, .0492
• Atchison County Special Road and Bridge, .3500
The public hearing was closed and regular session resumed.
Clerk Taylor presented Floodplain Development Permit/Application #0001-2022 from the City of Tarkio, Project Manager Brian Coomes, for a 48×35’ building which will be built at 19206 State Highway O in Tarkio. Emergency Management Director Rhonda Wiley has reviewed all the necessary documents and has drawn up the permit for approval. After review, the commissioners voted to approve Permit #0001-2022.
Atchison County Collector Diane Livengood was present at 9:30 a.m. for a sealed bid opening for a property owned by Louise M. Carlson, Parcel #5305-11-00026. Collector Livengood reported that back taxes, postage, and advertising due on this property totaled $252.57 as it has been on the delinquent property list for the past five years with 2021 taxes being the sixth year. Loretta Tysor submitted a bid of $300.00. After discussion the commissioners voted to accept the bid. Collector Livengood will prepare all the needed documents for the sale of the property.
Road and Bridge Supervisor Kamron Woodring met with the commission to review a bid from Surveying & Mapping, LLC (SAM), the county’s current GIS provider. The software would allow him to create a county layer for roads, culverts, and bridges. After discussion the commissioners voted to enter into the agreement with SAM. The entire quote was beneath the required bidding amount.
Rhonda Wiley was in to report that she had not received any bids for installation of a new HVAC system at the 911 office and no inquiries to replace the needed windows.
