The City of Tarkio Board of Aldermen met Wednesday, October 12, 2022, at 6:00 p.m. at Tarkio City Hall. The Pledge of Allegiance was conducted and roll call was taken by City Clerk Danielle Madron: aldermen Blu Dow, Scott Poppa, and Andy Riley were all present; Jeff Agnew was absent. Visitors were: City of Tarkio employees – Street Superintendent Jamie Quimby, Parks Department employee Chris Niles, Building Inspector Jesse Payne, Chief of Police Tyson Gibbons, and Police Officer Tyler Dorrel; and Timothy Morehouse, Sandi Riley, and Summer Reeves.
Mayor Staten asked for the approval of special meeting minutes from September 8 and regular meeting minutes from the September 14 meeting, as distributed. Riley made the motion to accept the minutes and the motion, the second, and minutes were approved.
There were no additions to the agenda. Halloween festivities put on by the Tarkio Parks & Recreation Board will be taking place at Tarkio Tech Saturday, October 15.
Sandi Riley spoke to the board about Connections Counseling holding a Mental Health Day Fair in May of 2023. They are asking the city’s permission to close off one block of Main Street for them to hold this event. Riley made a motion to let Connections Counseling block off one block of Main Street for their event. Poppa seconded and three ayes approved the motion.
Mayor Staten opened the two bids that came in for the 21’x7’ home-built car trailer. Timothy Morehouse put in a bid of $526.00. Jesse Payne put in a bid for $502.00. The board voted to accept Timothy Morehouse’s bid of $526.00.
Mayor Staten asked for the approval of a two-day caterer’s license for Just In Time Promotions, LLC to have a concert at the Tarkio Community Building on November 19 and 20. Poppa made a motion to approve the caterer’s license, Riley seconded, and the motion was approved.
Mayor Staten read by title Bill 284.22 Ordinance 270.22: An Ordinance Of The City Of Tarkio, Missouri, Authorizing The Tarkio Volunteer Fire Department To Participate In The Missouri Firefighters’ Critical Illness Trust And Pool, And Further Authorizing The Mayor To Execute Such Documents As May Be Necessary For The City’s Participation Therein. Riley made a motion to approve Bill 284.22 Ordinance 270.22, Poppa seconded, and all approved.
Mayor Staten gave the second reading of Bill 284.22 Ordinance 270.22. A motion was made, seconded, and approved. Bill 284.22 Ordinance 270.22 was adopted.
Mayor Staten read by title Bill 285.22 Ordinance 271.22: An Ordinance Authorizing The Execution Of Missouri Highways And Transportation Commission’s Agreement To State Block Grant Agreement By And Between The City Of Tarkio, Missouri, A Municipal Corporation, And The Missouri Highways And Transportation Commission, To Provide Airport Improvement Project No. 22-001A-1 City Hangar For The City Of Tarkio, And Authorizing The Mayor And City Clerk Of The City Of Tarkio, Missouri, To Execute The Same By And On Behalf Of Said City. Dow made a motion to approve Bill 285.22 Ordinance 271.22, Riley seconded, and all approved.

Department Reports
Blu Dow, City Buildings – The repairs to the storage closet door at the Tarkio Community Building have been completed by TK Property Services.
Jeff Agnew, Fire Department – Clerk Madron has all the necessary paperwork completed to send in for the cancer policy.
Andy Riley, Parks & Pool – All the parks and the pool have been closed for the season and are winterized. There has been vandalism at Niedermeyer Park. The Tarkio Police Department is investigating these incidents. The Parks Board is having Halloween festivities at Tarkio Tech this Saturday, October 15. The baseball project is underway. The concrete has been poured for the bleachers to sit on. Once the bleachers are set, the rest of the concrete work will be completed.
Scott Poppa, City Streets – Quimby’s report:
• Repairs/Equipment – There have been no major repairs this last month. Quimby has set up to have Victor Phillips come do the 2000-hour maintenance on the front loader. The skid steer is operating very well since it was repaired last month.
• Low Hanging Branches – The city crew has been trimming trees with branches hanging low in the streets and will continue to trim these as they find them this fall.
• Tree Removal – The crew has removed several trees with the help of Mike Poppa and have at least one more to take down before winter weather moves in.
• Winter Prep – The crew continues to get ready for winter. Quimby ordered and received the liquid ice block that is used on some intersections. He will be ordering the aqua patch that is used for winter pot hole repair. Once this is ordered, the city should have all the supplies needed for winter unless we have an extremely bad winter. The crew has checked the blades and made sure the cutting edges are in good shape.
• Brush Pile – This area has been cleaned up after burning it and they have started a new pile. When the fall debris is all piled and if the weather allows, it will be burned again this fall. Signs – There was a yield sign damaged at 7th and Spruce that had to be repaired. A new NO PARKING THIS SIDE sign was installed on Park Street across the street from the Golf Course entrance. There was also a NO THRU STREET sign on South 6th to let people know not to drive thru the cemetery.
• RV Park – This area has been partially winterized. Barrels were put over the hydrants. They will plug in the heat tape when the weather cools more. The small trees and brush growing on the city side of the chain link fence on the east side of this property were removed.
• Ditches – There have been some ditches that have been cleaned and dug down so that water will flow through them as they should.
• Stop Signs – There was another accident at 6th and College streets. A discussion was held with Chief Gibbons and stop signs have been ordered to replace the yield signs at this location.
• Children At Play Signs – As discussed at the last meeting, Quimby has ordered two of these signs to be placed on North 7th Street. They will be installed when they come in.
• Maintenance Building – Clerk Madron and Quimby have looked into the Street Department budget and bank balance; the new maintenance building will be paid in full by the end of this month. This is approximately 1 year and 8 months early.
Mark Staten, Gould Peterson Municipal Airport – All necessary paperwork will be completed by the end of the month to get the Hangar Building Project started.
Chris Niles, Animal Control – There have been no animals in the pound this month.
Tyson Gibbons, Police Department – Chief Gibbons completed MIRMA training last week. There will be a mental health policy implemented for the PD to get some counseling when needed due to difficult cases. Officer Dorrel and K-9 Hemi attended HAPDA training last week and received the Master Tracker Award. There have been several major cases this month for the PD. The new radios for the PD have been ordered and should be here in the next 30 to 60 days.
Danielle Madron, City Financials – The ARPA funding that has been set aside for the Tarkio Board of Public Works will be given to them by the end of the week, in the amount of $144,478.47.
A break was taken at 6:45 p.m. The meeting resumed at 6:50 p.m.
Mayor Staten announced an executive session would be held per Chapter 610.021 Section 3. Hiring, firing, disciplining or promoting a particular employee, etc. Riley made a motion to enter into executive session per Chapter 610.021 Section 3. Hiring, firing, disciplining or promoting a particular employee, etc. and the motion was seconded and approved. The meeting moved into executive session.
The meeting moved out of executive session. Poppa made a motion to give officer Nic Schebaum a raise up to $16.00 per hour, based on completion of his three months probationary period working on the road. Dow seconded the motion. There were two ayes, and one abstain votes to accept the motion and the second. Officer Schebaum’s raise was approved.
The meeting was adjourned at 7:45 p.m. The next regular meeting will be November 9, 2022, at 6:00 p.m.
