The Atchison County Commission met Tuesday, October 25, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Larry Gibson, an independent insurance agent, met with the commission about health insurance options for 2023. He requested permission to get a health application from all the employees to make sure he came back with the best options and a firm rate. The commission approved as long as it would not cut the county’s current agent out of the process of getting rates. Human Resource Director Deanna Beck sat in on the discussion.

Road and Bridge Supervisor Kamron Woodring was in to discuss the bridge grants and will follow up with MoDOT.

The Atchison County Commission met Thursday, October 27, 2022. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission.

The commissioners traveled to Maryville to attend the regional listening session Connecting All Missourians, sponsored by the Office of Broadband Development in partnership with the Regional Planning Commissions and the University of Missouri system.

Bills were reviewed and approved for payment.

The County Commission of the County of Atchison has received cost information for a possible change in retirement benefits for its employees under the Missouri Local Government Employees Retirement System. Section 105.675 RSMo. provides that (a) when a political subdivision is making a substantial proposed change in benefits, a prepared statement regarding the cost of such change shall be prepared in accordance with Section 105.665 RSMo.; (b) the statement of cost shall be made available as public information for at least 45 calendar days before taking final action to adopt the change in benefits; and (c) the statement of cost shall be filed in the office of the clerk, secretary or other individual responsible for keeping the official records, and with the joint committee on public employee retirement In accordance with Section 105.675 Revised Statutes of Missouri. In compliance with section 105.675 RSMo, said cost information shall be made available for public inspection for at least 45 calendar days from today prior adoption of the benefit change. Interested parties may view a copy of this cost information at the Atchison County Clerk’s Office.

Atchison County has now been sent the final documents by David Earls, Sr., Transportation Planner with MoDOT, to approve the three bridges that were selected to be part of the regional bridge program and added to the local bridge improvement plan. Road and Bridge Supervisor Kamron Woodring was present to notify the commission that they needed to sign the final documents for the county to proceed.

Bridges awarded were as follows:

• #394008, 250th Street, Tarkio River

• #2320008, 225th Street, Cow Branch. This is a shared bridge with the Tarkio Special Road District. Supervisor Woodring reported that he has contacted the Tarkio Special Road District and they agree to pay their share of costs associated with the bridge replacement.

• #4210000, 285th Street, Sharp Road – Rock Creek Drainage Ditch. This is a shared bridge with the Langdon Special Road District. Supervisor Woodring reported that he has contacted the Chad Ottmann, President of the Langdon Special Road District, and they agree to pay their share of costs associated with the bridge replacement.

The commissioners voted to move forward and sign the agreements as requested.

There will be an 11% local share on each project. This provides some contribution from the BRO and the new BFP (Bridge Formula Program) federal allocations. The county’s local share may come from ARPA funding, soft match credit, local cash or CDBG funding.

The commission moved into a Salary Commission meeting with all elected officials.

Following the meeting of the Salary Commission the commission returned to regular session.
