The Atchison County Commission met Thursday, January 26, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
December additions and abatements to the tax book were approved as follows:
Personal Property (December 2022) – Additions to the tax books: 2022, $53,132.24; 2021, $2,066.15; 2020, $47.62. Abatements from the personal tax books were: 2022, $5,853.47.
Real Property (December2022) – Additions to the tax books: 2022, $3,846.06. Abatements from the tax books were: 2022, $3,828.99.
Ag Rock (December 2022) – Additions to the tax books: 2022, $106.43. Abatements from the tax books were: 2022, $105.42.
Kory Paris, representing the Rock Port Board of Aldermen, and a group of interested citizens met with the commission to see if there were any options to be able to develop acreage owned by the county adjacent to Pleasant View Nursing Home. It was an open discussion about possibilities and no votes were taken.

The Atchison County Commission met Tuesday, January 31, 2023. Present were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission. South District Commissioner Richard Burke was absent.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved.
Road and Bridge Supervisor Kamron Woodring was in to present an outline of specifications and permit for work in a county right-of-way for approval. The intent of these specifications is to describe the uniform manner in which public utilities and other entities will be located, placed and maintained with Atchison County road rights-of-way. Permission to plow, bore or to open trenches in any county-maintained right-of-ways must be requested in writing at least seven working days in advance of starting work. Emergency type work, which is for the restoration of interrupted service, may begin immediately with verbal approval of the county supervisor or his authorized representative.
Clerk Taylor noted that the specifications and permit had been reviewed and approved by Attorney Ivan Schraeder. After review and discussion, the commissioners voted to approve and adopt the specifications and permitting process for work within the Atchison County rights-of-way.
E911/Emergency Management Director Rhonda Wiley was in to report that she had been contacted by NTA EMS Rescue out of Bethany, Missouri, to see if Atchison County would be interested in providing a bid to emergency medical dispatch for them. Director Wiley will continue to investigate what would be needed to provide services to them and get back to the commission.
Current grants for 911 offices are leaning towards offices that are consolidated or looking at consolidating. Atchison County will continue to explore all options to be competitive.
