The Atchison County Commission met Tuesday, February 28, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was absent.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
The commission reviewed the annual report of services provided and approved the 2023 allocation of funds to C.A.R.E. of Atchison County.
The commissioner reviewed Contract #ER10223C003 – IV-D County Reimbursement Cooperative Agreement – Savannah Project with the Department of Social Services between Andrew, Atchison, Gentry, Holt, Nodaway, and Worth counties. The contract period is for January 1, 2023 to December 31, 2025. Following review of the agreement, the commissioners voted to approve the contract. The contract was circulated for all necessary signatures and returned to Andrew County.

Monthly department reports were reviewed and approved by the commission.
Melissa Comstock met with the commission with concerns about the condition of S Avenue. She said it was in poor condition. The commission listened to her concerns and said they would follow up with Supervisor Woodring. Reviewing the records for the road showed that 250 ton of rock per mile had been applied, which is more than double what is put on other roads. Commissioner Quimby was going to inspect the road and report back.
Warren Wright also visited with the commission and stated that he did not like the road groomer, as it pulled too much rock back onto the roads. The commission stated that is the entire purpose of the groomer, to recover rock that is normally just lost in the ditches.

The commission reviewed a request from the Tax Increment Finance Commission to reappoint Kristi McEnaney and Ginny Vernon to serve a new four-year term. The commissioners voted to approve the appointments as requested. The new term will run until 2027.
Phillip Cooper met with the commission and Road and Bridge Supervisor Kamron Woodring to request rocking a small .35 section of road between N Avenue and 275th Street that is currently dirt to connect the two roads. Mr. Cooper agreed to pay for the base rock required to place the section in the CART Rock Program. Once the rock is applied and approved by Supervisor Woodring the commission agrees to bring it into the program.
Atchison County Emergency Management Director Rhonda Wiley presented the subaward agreement for fiscal year 2022 State and Local Cybersecurity Grant Program (SLCGP) through the Department of Homeland Security. The grant will be used to assist state, local and territorial governments with managing and reducing systemic cyber risk. Atchison County was awarded $53,907.30 with $48,516.30 in federal funds obligated to Atchison County with cost share of $5,390.70 provided as match by the county. Funds will be used to increase cybersecurity by improving the security of critical infrastructure and improving the resilience of the services Atchison County can provide. The agreement was signed by Presiding Commissioner Livengood.

Real Property (February 2023) – There were no additions or abatements to the tax books.
Ag Rock (February 2023) – There were no additions or abatements to the tax books.
