The Atchison County Commission met Tuesday, March 28, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
The commission met with members of the Langdon Special Road District to discuss the 11% match required for Bridge #4210000 on 285th Street/Sharp Road over Rock Creek Drainage Ditch that was selected to be part of the regional bridge program and added to the local bridge improvement plan. Road and Bridge Supervisor Kamron Woodring and Darian Thomas, Road & Bridge Department secretary, were present for the meeting and presented an overview of the funding allocation and percentage of cost for the county and the Langdon Special Road District since it is a 50/50 shared bridge. Original estimates when the project was approved showed that the local match would be $41,195.00 for the county and $41,195.00 for Langdon Special Road District. The overall project cost was estimated at $749,000.00, with the MoDOT Bridge Replacement Program (BRO) paying $411,950.00 and the MoDOT Bridge Formula Program (BFP) paying $337,050.00, which both the Langdon Special Road District and the county agreed with. Supervisor Woodring reported that MoDOT was reporting that they are seeing an overrun in the bidding process of at least 12%. If this holds true for this bridge it would be a project increase of an estimated $89,880.00.
Members of the Langdon Special Road District had concerns about the total amount of their share increasing above the original commitment. Since the original conversation with the district, the county has been able to obtain soft match credits from Taney County. The county is seeking a legal opinion to see if the soft match credits can be used for any cost overage of the project for the county and any district that has been approved as part of the Bridge Replacement Program. The commission is to meet with Melissa Massar, Project Manager with Great River Engineering on April 6. The commission tabled any further discussion until they have a legal opinion on use of funds and speak to Melissa about project cost. Members of the district thanked the commission and agreed that one or all of them would be present for the meeting with Melissa from Great River Engineering.
Attorney Ivan Schrader contacted the commission via conference call to address questions related to the above project. Since the soft match credits were purchased with State and Local Fiscal Recovery (SALFR) Funds, the commission inquired if they be sold to a special road district? He stated that the county could enter into an intergovernmental agreement under the guidance of 70.220 RSMo with the special road districts and allow them to purchase soft match credits from the county at the same rate the county purchased them from Taney County to use for their share of the project or for overrun. Since the county has a very large bridge in the project, the county wants to make sure they keep enough soft match to cover all county needs before allocating to other districts. No final decisions were made at this time.
Jim Crawford, Debbie Bennett, Randa Doty, and Pam Morris from the University Extension Office met with the commission to introduce Randa Doty, who is the new Community Engagement Specialist for Atchison County, as well as five other counties in northwest Missouri. They also introduced Pam Morris, the new office manager and Youth Specialist. They reported that the office will be open Monday – Friday from 8:00 a.m. until noon, and on days that the specialists are in the office.
The commission reviewed the agreement from Second Harvest for the approved $5,000.00 match funding for their recently approved $1,589,638.00 for a new cold storage and dock expansion project. The agreement was signed by Presiding Commissioner Livengood.
A list of records for disposal was presented by Public Administrator Jayne Scott. Following review, the list of records was approved for disposal and will be shredded onsite May 2.
Authorizations forms were reviewed, approved, and signed to add Income for Life Investments to the Managed Nationwide account.
Close out FEMA forms for disaster 4435 were presented by Road and Bridge Supervisor Kamron Woodring and signed by Presiding Commissioner Livengood and Financial Officer Susette Taylor.

Crystal Woodring, Director of the Northwest Missouri Living Center (NWMLC) in Tarkio, met with the commission to provide an annual update on the facilities and share their legislative priorities for 2023. She reported that the NWMLC currently employees 28 local individuals with a current turnover rate of only .6% compared to almost 50% three years ago. She attributes this to better pay and being able to provide health insurance benefits. They currently provide residential services for 12, leaving only one vacancy. She also reported they have recently been able to put new flooring and windows in all of the homes, as well as purchase generators. The commission stated that they would love to get Senator Black and Representative Farnan to tour the facilities and see the great work happening in Atchison County.
The commission reviewed a liquor license application for Retail Liquor by Drink Resort Temporary and Sunday by Drink from 44 Plaza, Inc., Karen Brown applicant. Presiding Commissioner Livengood stated that he would recuse himself from the vote since his father was listed on the state licenses as a partner. The commissioners voted to approve the licenses for 44 Plaza, Inc. Livengood abstained.
The commission then reviewed a liquor license application for Retail by Drink Catering from Rosier Farms Distilling Co., LLC., d/b/a R/FARM Distilling Co., applicant Dylan Rosier. The commissioners voted to approve the license.
Road and Bridge Supervisor Kamron Woodring met with the commission to discuss department matters relating to the length of culvert that is needed on Atchison Holt Road for Mill Creek Drainage District.
