The City of Fairfax Board of Aldermen held a regular meeting May 17, 2023.

The meeting was called to order by Ryan Kingery, mayor, at 6:32 p.m. Also in attendance were: Tabitha Wintz, Debra Wyatt, and Shannon Long, aldermen; Lori Helfers, City Clerk;  Terry Miller, Treasurer; and John Brown, Water Superintendent.

The tentative agenda was approved.

Board members also approved the minutes of the March 15, 2023, meeting and accounts payable.

Old Business

The survey that is being done at the city shop and the community room is about 75% complete, according to Midland Surveying. Lori will keep the council updated with the outcome.

Pre-construction work of the replacement of tubes and ditch work for the streets continues to be on track and in compliance with CDBG grant. Opening bids will be Monday, May 22, at 2:00 p.m.

Tabitha Wintz moved to go into closed session at 7:00 p.m. for discussion of personnel and personally identifiable information as provided by RSMO 610.021(1,3,13). Debra Wyatt seconded and the motion passed unanimously.

Council returned to open session at 7:30 p.m.

New Business

Discussion was held concerning unsightly properties. Letters will be sent out in the coming weeks.

ARP (American Recovery Plan) reports have all been submitted. The next scheduled report will be April 2024.

Staff Reports

Terry Miller presented the treasurer’s report showing all accounts are in balance. The city has a sewer reserve CD that is coming up for renewal. It was suggested to transfer the CD money from Bank Midwest and open a new CD at Farmers State Bank. Debra Wyatt made a motion to approve, Tabitha Wintz seconded, motion passed unanimously.

Lori Helfers has reached out to a couple companies for bids on tearing down structures in Fairfax. At the time of meeting no estimates have been turned in.

John Brown spoke to the council about the new regulations and reports being set up by EPA and DNR requiring information on all Fairfax residents’ water lines. Applications for funding for the lead service inventory is due by May 31. John will update the council when more information becomes available.

The meeting adjourned at 8:35 p.m.

The next meeting will be June 13, 2023.
