The Atchison County Commission met Thursday, August 3, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was out of the office.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Road and Bridge Supervisor Kamron Woodring presented a bid for a 2022 Handi Hitch from Murphy Tractor in the amount of $20,591.00. After review, the commissioners voted unanimously to accept the bid.
Supervisor Woodring then presented payment request letters for BRO-24, BRO-25, and BRO-26 for approval and signatures. They were reviewed, approved, and signed by Presiding Commissioner Livengood. Supervisor Woodring will forward the necessary documents to Great River Engineering for submittal to MoDOT.
Sheriff Dennis Martin and Deputy Devon Sons met with the commission to discuss departmental matters.

The Atchison County Commission met Thursday, August 10, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
The commission met with Road Supervisor Kamron Woodring and Kevin Bowness at 8:30 a.m. to discuss the addition of one mile on road #527 and one-half mile on road #526 to the CART program. Mr. Bowness is building a home at the end of the requested section of road. Mr. Bowness agrees to pay the costs for bringing the road up to CART specifications. The commissioners voted to approve the addition. Road and Bridge Supervisor Woodring will inspect and approve the section when it is completed.
The commission and Supervisor Woodring discussed the amount to set for the 2023 road rock levy. It has been set at 50 cents for the last several years. The increased cost of rock may require the levy rate to be adjusted to help cover cost, but no action was taken at this time.
Supervisor Woodring inquired about renting a mini excavator for a month to assist in cleaning out ditches. The commission agreed to move forward as needed.
Woodring also inquired about having a section of roads that was contracted for rock to be hauled directly to the roads and spread. The commission agreed to investigate the option and costs.
Presiding Commissioner Livengood opened the public hearing at 9:30 a.m. to set the 2023 levy rates for Atchison County General Revenue, Atchison County Road and Bridge, Special Road and Bridge, SB-40, Senior Citizens Services, and the landfill.
There were no citizens present for the hearing.
Atchison County Clerk Susette Taylor presented the rates for approval. The following rates were approved:
• Atchison County General Revenue Fund, state approved rate of .4928.
• Atchison County Road & Bridge Fund, state approved rate of .4928.
• Atchison County Solid Waste Landfill, state approved levy of .0000. The levy for the Solid Waste Landfill was .0000, due to prior voluntary rollbacks. That rate must be held at .0000 for 2023 as no additional funds are needed at this time for landfill operation.
• Atchison County Senate Bill 40, .0986.
• Atchison County Senior Services, state approved rate of .0492.
• Atchison County Special Road and Bridge, state approved rate of .3500.
The public hearing was closed and regular session resumed.
Jim Crawford, University Extension, was in to remind the commission about the Graves-Chapple Field Day.
