The Rock Port Board of Aldermen met for a working meeting Wednesday, August 30, 2023, at 6:00 p.m. with Mayor Amy Thomas presiding. Board members present were Lisa Farmer, Kelley Herron, Kory Paris, and Raechel Schoonover. Also present were Utility Office Manager Terri McGuire and City Clerk Emily Schulte.

Mayor Thomas called the meeting to order at 6:29 p.m.

The meeting agenda was approved.

Mayor Thomas referenced the email Schulte sent regarding the financial standing of the park and inquired about their revenue sources. Schulte explained real estate tax revenue is split between the General Fund (71%) and Park Board (29%). Additionally, once a year the city makes a payment to the Park Board which is in lieu of revenues the park would have received, given the city paid personal property taxes.

Also addressed were park maintenance labor hours, the baby pool project, park board spending, and financial processes. City revenues were discussed and the importance of keeping taxpayer and rate payer funds separate. Additionally, certain taxes are designated for specific purposes.

When one city entity doesn’t pay for their incurred expenses, another city entity must then absorb them, which is not typically budgeted.

Alderwoman Farmer excused herself from the meeting at 7:00 p.m.

Mayor Thomas inquired about 4th of July income and how it was distributed along with information regarding the 4th of July bank account opened this summer. Other items discussed were pool management, pool audits, and trainings.
