The Atchison County Commission met Thursday, October 5, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Treasurer Debbie True met with the commission to review a new ACH Originator Agreement with Citizens Bank & Trust. She explained the changes, documents needed by the bank for a payroll transmittal, and answered questions. Clerk Taylor asked HR Deputy Amy Meinecke to review the agreement and make sure it aligned with current payroll procedures and all questions and concerns were addressed before signing. After reviewing the document there were several questions that Ms. Meinecke and Clerk Taylor wanted to clarify before having the agreement signed. It was tabled until the next meeting of the commission.
The 2024 rock bids were opened and read. Road and Bridge Supervisor Kamron Woodring and Nick Jamison, sales representative from Schildberg, were present for the bid opening. Bids were as follows:
• Schildberg (Shambaugh): 1¼”- $14.60; 1” – $14.70; 2½” – $14.70; rip rap, $15.20
• Schildberg (Graham): 1¼”- $13.55; 1” – $13.65; 2½” – $13.65; rip rap, $14.70
• Norris: 1¼” – $14.95; 1” – $14.95; 2” – $14.95; rip rap – $16.80; backfill – $11.80
All bids were tabled for Supervisor Woodring to review. He drafted a spreadsheet showing the cost of rock for the past three years showing an average increase per ton of $1.00 – $2.00. Following review and discussion, the commissioners voted unanimously to accept the lowest bid, which was Schildberg using the Shambaugh and Graham quarries.
Bids for 2024 propane and fuel were opened and read. Bids were as follows:
• MFA Oil bid a fixed price for 8,000 gallons of propane at $1.55, and fuel, cost plus .10.
• Younger Oil bid only on the fuel at cost plus .051.
Supervisor Woodring reviewed the bids and stated both bids met the specifications. The commissioners voted unanimously to accept the propane bid from MFA Oil and fuel for all three barns from Younger Oil.
Clerk Taylor reported that ballots for the three additional voting members for Atchison County had been tallied and the three delegates for the Missouri Association of Counties annual meeting are Richard Burke, Jim Quimby, and Susette Taylor. The certification was signed by the commissioners and will be forwarded to the Missouri Association of Counties.
Attorney Dan Smith came in to update the commission on personnel matters and requested the commission move into closed session per RSMO 610.021.3. The commissioners voted unanimously to proceed to closed session.
The commission returned to regular session and signed updated petty cash agreements for the Circuit Clerk’s office and the Assessor’s office. The office holder and the commissioner’s approval were updated.
Assessor Rochelle Moore presented a proposal for GIS parcel maintenance services from SAM Surveying and Mapping, LLC, to provide GIS parcel maintenance services at a rate of $100.00 per hour not to exceed $7,000.00. The commissioners voted unanimously to approve the proposal.
Assessor Moore then presented a proposal from SAM Surveying and Mapping, LLC, to provide professional GIS services outlined as two days of on-site GIS software training and 16 hours of on-call GIS technical support for a total cost of $4,200.00. The proposal was approved and both proposals were signed by Presiding Commissioner Livengood.
