The Atchison County Commission met Thursday, October 12, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission. North District Commissioner Jim Quimby was absent.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Clerk Taylor reported that she and Treasurer Debbie True had reviewed a new ACH Originator Agreement with Citizens Bank & Trust and had met with Kandi Dowdy, AVP Comptroller, to request a few changes to align the agreement with the county’s current payroll process. The changes have been made and the new agreement is ready for approval by the commission. The commissioners voted to accept and approve and sign the new ACH Agreement with Citizens Bank & Trust.

The new agreement requires the county to provide a list of cash management users and establish what access rights each user should have. The commissioners voted that the following individuals be listed as cash management users with only ACH origination permission: Amy Meineke, Tasha Zach, Deanna Beck, and Clerk Susette Taylor. Treasurer Debbie True will have full administrator rights for cash management.

All documents were signed, and a copy returned to Citizens Bank & Trust.

The commission went out to inspect county roads.

Road and Bridge Supervisor Kamron Woodring was in to visit with the commission about department matters and updating a trailer for the department.

There being no further business, the commission adjourned.
