The Atchison County Commission met Thursday, November 16, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
The commission continued review of the bids for adding a sidewalk along the south side of the courthouse along the new block wall. There were two bids, one from Davis Concrete Works for $8,500.00 and one from Hale Construction Services, LLC, for $10,500. After discussion, the commissioners voted unanimously to accept the low bid from Davis Concrete Works.
Clerk Taylor reported that Rep. Jeff Farnan had called and asked if there were any needs within the county that he could put a request in his budget for assistance within his region. The fund would probably be a 50% match. The commission wanted to submit the rural water expansion to Nodaway County and assistance for the Mill Creek Drainage District and any needs with Tarkio Tech would all be considered priorities.
Jim Crawford, Atchison County Extension, was in to give the commission an update and see if there was anything the county needed that they could assist with.
Rock hauling bids were opened at 9:00 a.m. and read. Present for the bid opening were: Kamron Woodring, Road and Bridge Supervisor; Dan Smith, WSD Hauling; John Gilmore, John Gilmore Trucking; and Anthony Johansen, Rulo Transportation. Bids were as follows: Dan Smith, WSD Hauling, $10.2343 per ton; John Gilmore, John Gilmore Trucking, $9.50 per ton; Anthony Johansen, Rulo Transportation, $10.90 per ton; Holt County Ready Mix, $9.25 per ton; Hendrickson Transportation, LLC, $10.00 per ton hauling, $17.00 per ton spread. The commission took all bids under review for Supervisor Woodring to make sure timelines could be met. After review Supervisor Woodring recommended the lowest bid from Holt County Ready Mix. The commissioners voted unanimously to accept the recommended bid from Holt County Ready Mix Co.
Clerk Taylor reviewed the Emergency Management budget and the 911 budget with the commission.

There was no commission meeting Thursday, November 23, due to the Thanksgiving holiday. The Atchison County Commission attended the annual conference of the Missouri Association of Counties during the week.

The Atchison County Commission met Thursday, November 30, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Sheriff Dennis Martin was in to visit with the commission about department matters.
Road and Bridge Supervisor Kameron Woodring met with the commission for the signing of the purchase agreement for a new grader.
The commission reviewed Progressive Invoice #6 for BRO-24, BRO-25, and BRO-26. All were approved and signed for processing.
Kimberly Tanner, Emergency Preparedness Offsite Coordinator with Cooper Nuclear Station, met with the commission. Also present for the meeting was Emergency Management/E-911 Director Rhonda Wiley. Ms. Tanner complimented the dedication of the Atchison County EOC and reported that they are currently working to implement a hostile action drill that involves law enforcement, conservation agents, and emergency management.
Presiding Commissioner Livengood inquired about the status of the plant and if there was anything they needed from Atchison County. Ms. Tanner reported that their operating licenses are in effect until 2054 and they are continuing to upgrade plans and studies for the future. She stated that the relationship between Cooper Nuclear Station/Nebraska Public Power District and Atchison County is great and that all the plans they need are in place.
The commission reviewed health insurance options for 2024. They decided to remain with Blue Cross and Blue Shield and look at moving to the new plan midyear due to some ongoing health claims that need to be finalized.

The Atchison County Commission met Tuesday, December 5, 2023. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
Curt Graham, property insurance broker, reported that he had reviewed both policies that he presented for 2024 coverage of the county and felt the new plan from HCC Public Risk through Tokio Marine, LLC, was a significant savings to the county and provided better coverage. The commissioners voted unanimously to accept the bid from HCC with added cyber coverage and decline the terrorism rider. Presiding Commissioner Livengood signed all the needed documents for HCC and documents to terminate coverage with Missouri Rural Services for 2024.
Clerk Taylor reviewed the new Blue Cross plans and rates with the commission. The commissioners voted unanimously to remain with Blue Cross and Blue Shield through HIC and move to a PCB PPO 5,000 (OOPM $9,100) for 2024 with the county paying 100% of the cost for the employees and allow the employees the opportunity to buy up to three optional plans at their own cost.
Clerk Taylor stated that John Hickman would be onsite on Monday, December 11, to do open enrollment with the employees.
The commission reviewed the Memorandum of Agreement (MOA) from SEMA to update the county’s hazard mitigation plan. Emergency Management Director Rhonda Wiley had reviewed the document details and reported it was ready for approval. The commissioners voted unanimously to approve and sign the MOA. The county’s current plan will expire in February 2025. The Northwest Missouri Regional Council of Governments will begin reviewing and working on the updates in January 2024, as it is a lengthy process. The MOA was signed by Presiding Commissioner Livengood and forwarded to Northwest Missouri Regional Council of Governments for completion.
