The Rock Port Board of Aldermen met for an emergency meeting on Wednesday, January 10, 2024, at 2:00 p.m. with Mayor Amy Thomas presiding. Board members present were Lisa Farmer, Kelley Herron, Kory Paris, and Raechel Schoonover. Also present were City Clerk Emily Schulte, Utility Office Manager Terri McGuire, and via Zoom City Attorney Joe Gagnon, MIRMA Executive Director Mathew Brodersen, and Lauber Municipal Law Attorney Jeffrey Deane.

Mayor Thomas called the meeting to order.

Mayor Thomas recused herself and handed the meeting proceedings off to Mayor Pro Tem Herron.

Herron moved to approve the meeting agenda. Schoonover seconded. All voted aye.

Executive Session

Paris moved to adjourn into executive session for personnel matters pursuant to Section 610.021 (3) RSMo. Herron seconded. Farmer, Herron, Paris, and Schoonover voted aye.

Schoonover moved to approve amending the aforementioned motion to the following: offer Superintendent Thomas two options given breach of the signed agreement to abide by Chapter 12: Substance and Alcohol Abuse: 1) Resignation, 60-day severance package, signed waiver against any future grievance with the city, 2) Involuntary termination, 30-day paid administrative leave. Herron seconded. Farmer, Herron, Paris, and Schoonover voted aye.
