The Rock Port Board of Aldermen held a special meeting Monday, August 12, 2024, at 6:00 p.m. with Mayor Amy Thomas presiding. Board members present were Kelley Herron, Michael Graves, and Jeff Geib. Kim Brake was absent. City Clerk Natasha Baruth was also present.
Mayor Amy Thomas called the meeting to order.
The meeting agenda was approved.
Community Development Block Grant
Graves presented the Main Street buildings for demolition and the estimated cost. They have not been able to contact the owner of three buildings. Herron moved to condemn 316 S. Main, 318 S. Main, and 320 S. Main. Geib seconded. All voted aye.
Herron moved to sell 316 S. Main, 318 S. Main and 320 S. Main to Restore Rock Port. Graves seconded. All voted aye.
The meeting adjourned into executive session for personnel matters pursuant to Section 610.021 (3) RSMo. at 6:19 p.m. The executive session adjourned and regular session resumed at 7:37 p.m. The meeting was adjourned at 7:38 p.m.

The Rock Port Board of Aldermen met Wednesday, August 21, 2024, at 6:00 p.m. with Mayor Amy Thomas presiding. Board members present were Kelley Herron, Jeff Geib, Michael Graves, and Kim Brake. Also present were Chief of Police Derek Morriss, City Clerk Natasha Baruth, and Superintendent Dennis Sherlock. Visitors present were Randy Friesen, W.C. Farmer, Karen Brown, Leslee Spurlock, Jerri Dearmont, Regan Griffin and 4th of July Committee members Kim Daugherty and Paige Sloop
Mayor Thomas called the meeting to order and then led everyone in reciting the Pledge of Allegiance.
The meeting agenda was approved.
Board members voted to approve the minutes of meetings held July 17, July 24, and the August 12, 2024.
Herron stated that Nathan and Rochelle Long are still gathering paperwork and need to be moved to the September meeting agenda.
Leslee Spurlock was in attendance to discuss a utility late payment penalty. The board discussed and penalty stands per ordinance 700.120.
Board members approved financial statements and accounts payable.
Herron motioned to approve the city tax revenue report and delinquent tax list. Graves seconded. All voted aye.
Bill #1246 was tabled until the bill is written to be voted on.
Jerri Dearmont, with Northwest Missouri Regional Council of Governments, was in attendance to discuss the RFP and CDBG Grant.
The aldermen voted to remove Emily Schulte from all city accounts and credit card and add Natasha Baruth.
Pleasant View has applied for a special event permit for a softball tournament. It was approved.
There have been multiple complaints regarding livestock in city limits. Ordinances 210.020 and 210.030 were reviewed. Ordinance violations will be handed out with a one week grace period to become compliant with the ordinance.
Graves discussed a city calendar. All boards could post events to the calendar for city residents to reference. Karen Brown stated she would ask her daughter to see if she could put this together.
Kim Daugherty and Paige Sloop were in attendance for the 4th of July committee. The committee would like to operate under the Chamber of Commerce. The aldermen voted unanimously to release the 4th of July account.
Graves would like to create a grant committee to spearhead finding and preparing grants with Regan Griffin to head the committee, which would be volunteer based.
Police Chief Derek Morris spoke about a MIRMA grant. He would like to buy a new taser. The new car should arrive in a few weeks.
Superintendent Dennis Sherlock spoke about ongoing projects. He put an ad in the Atchison County Mail for sealed bids on a street truck with salt spreader and plow.
Natasha Baruth inquired about 2025 pet tags. They sold 182 tags in 2023 and there are 118 left.
The aldermen voted to adjourn into executive session for personnel records and real estate matters pursuant to Section 610.021 (13) and (2) RSMo at 7:15 p.m.
The executive session adjourned and regular session resumed at 8:53 p.m.
