The Atchison County Development Corporation (ACDC) board met September 11, 2024, at the Westboro Fire Station Community Room. Present were:  Lori Seymour, MaryAnn Hull, Jeff Meyer, Roger Martin, Eryn Stepp, and Craig Corken, board members; and Monica Bailey, director.

Board members voted to approve the August meeting minutes.

They also approved the August financials as presented.

Director Report

Monica attended the Upstate Missouri meeting and the Department of Economic Development’s CEDS session in Marceline August 22.

She met with high school counselors August 29 to review events for the year: Careers on Wheels for freshmen, September 26 (rain date September 27) at the Rock Port City Park, and Youth Professionalism Workshop for juniors November 7 at the TAC. Job Shadowing (juniors) and 8th Grade Career Day will be scheduled in the spring.

A total of $3,000 is still available in the 2024 Business Improvement Grant fund.

Two businesses have received New Business Grants this year: Parker + Clover Daycare and A Place on Main. (New Business Grants may be awarded to entities that are establishing needed services or products in the county, adding jobs, or preserving/significantly improving property.)

A total of $500 remains in the Community Cleanup and Beautification Grant fund.

Applications for 2024-2025 Youth Beautification Grant projects (to be completed July 31, 2025) are due October 1. Winners will be announced at the annual meeting.

Upcoming shop local events include the Atchison County Artisans Makers Market (Saturday, November 2, 9:00 a.m.-2:00 p.m. at the Fairfax Community Room), and #ShopAC (Thursday, November 21).

Old Business

The group discussed plans for the upcoming annual meeting on October 9.

New Business

The group reviewed the June assessment of Heather Pemberton, CPA, and observations of ACDC’s financial reports and accounting policies and procedures. Pemberton found no major issues, recommended two policy changes, and commended the organization and staff for their strong fiscal controls and interest in fiscal responsibility.  Meyer moved that ACDC sign the engagement letter with Pemberton, which proposes this level of observation every three years, in addition to regular annual check-ins in conjunction with tax preparation. Corken seconded and all approved.

Tarkio Tech’s Nonprofit Support Grant application for installation of handicap-accessible doors at the main entrance of Thompson Learning Center was discussed. Martin moved that ACDC approve this $2,500 grant.  Meyer seconded and all approved.
