The Atchison County Commission met Thursday, September 12, 2024. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Month-end department reports were reviewed and approved.

A liquor license application for Sherlock Enterprises, LLC, DBA River Rock Lanes for retail liquor by the drink temporary and Sunday by the drink was reviewed by the commission. The commissioners voted to approve the application and issue the license.

An approved vendor, Just in Time Promotions, requested a one-day caterer license for an event on September 28, 2024. The commissioners voted to approve the caterer license.

The commission reviewed the 2024 ag acres and the cost of rock and decided to set the 2024 ag levy rate at .6000. This rate will be applied to every ag acre in Atchison County and be used solely for rock. The commissioners voted to approve the ag levy at .6000 cents for the 2024 tax billing.

Collector Diane Livengood and Assessor Rochelle Long met with Clerk Taylor and the commission to discuss department matters.

Elected officials and department heads met with the county’s health insurance broker, Dave Hickman with HIC, to review health options for 2024. Dave reviewed the plan options for moving to a partially self-insured plan and how it can be a long-term cost savings for the county.

The commission met with Assistant Road and Bridge Supervisor Kenny Wallace to discuss road and bridge matters and set a bid opening date of October 3 for 2025 rock bids.

Kris Davis with Atchison County C.A.R.E. requested one of the commissioners read a resolution in recognition of Domestic Violence Awareness.
