The Atchison County Commission met Tuesday, September 24, 2024, due to conflicts with their normal meeting date on Thursday. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North and District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

It was noted that the commissioners traveled to Chillicothe on Thursday, September 19, to attend the Northwest Commission meeting.

The commission voted to appoint Curtis Livengood as the voting delegate from the commission for the 2024 Missouri Association of Counties annual meeting. Ballots were provided by Clerk Taylor to select the additional voting delegates. Atchison County will be allowed four delegates for 2024. Additional voting delegates will be Clerk Susette Taylor, Collector Diane Livengood and Recorder Eliza Beasing.

The commission met with Assistant Road and Bridge Supervisor Kenny Wallace to discuss the criteria for evaluating consultants from the on-call list provided by MoDOT. This will be for BRO-R003(01) Bridge 3570016 carrying X Avenue over Little Tarkio Creek (Section 12, Township 64 North, Range 39 West). Clerk Taylor confirmed with MoDOT that the county can select a Programming Engineer/Consultant from the on-call list if the fees will be under $200,000, but the county must review three consultants and submit a letter documenting its choice. Presiding Commissioner Livengood and Assistant Supervisor Wallace will grade the consultants for selection from the list.

After reviewing and grading the consultants, Great River Engineering was selected based on their experience. Clerk Taylor will notify MoDOT and Great River Engineering.

Clerk Taylor presented a Docu-sign agreement from BNSF in connection with road improvements the county was going to coordinate with a BNSF bridge replacement. The commission is reviewing the terms of the document.

The commission, Clerk Taylor and HR Director Amy Meinecke participated in a conference call with HIC Insurance to go over questions related to an agreement to move to a partially self-insured plan with stop loss built in. If employees use the network the benefits are much better than the current benefits and plan. The commission gave their approval to move forward with a November 1, 2024, enrollment date.
