On Tuesday, November 19, the Atchison County Commissioners and Susette Taylor, Clerk of the Commission, participated in a 408 pre-application meeting from 3:00 to 4:00 p.m. with MoDOT and the Army Corps of Engineers for BRO-26. Present on the call were: Garry Garst, Atchison County Levee District; Kenny Wallace and Allison Cherry, Atchison County Road and Bridge; Mark Sowers, Chris Schultz and Stephanie McClary, MoDOT; Melissa Massar and Matt Fazio, Great River Engineering; and Adam Nebel, Gorman Thomas and Joseph Gronew, Omaha District Corp of Engineers.

Adam Nebel conducted the hearing while Matt Fazio with Great River Engineering reviewed the scope of the project. The Corps requested a “No Objection Letter” from the local sponsor, an emergency action plan, a materials and supplies list, as well as additional design plans to look at hydraulic monitoring. Matt Fazio with Great River Engineering agreed to supply all requested documents to the Corps. Timeline of the study is expected to be 60 to 90 days.

The Atchison County Commission met Thursday, November 21, 2024. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

The commission reviewed a funding agreement drafted by Gilmore and Bell for a proposed TIF project in Fairfax. After review, the commissioners voted unanimously to approve the funding agreement. It was forwarded to ACDC Director Monica Bailey and Gillmore and Bell.

Liquor license applications for The Gas Stop in Fairfax and Tarkio for Original Package Liquor and Sunday Original Package Liquor were reviewed. The commissioners voted unanimously to approve the applications.

The commission met with Assessor Rochelle Long, Circuit Clerk Thyra Davis Beckman, and Judge Brett Hurst to review their 2025 budget requests.

The commission reviewed and signed the stop loss agreement for the 2025 health insurance.
