The Atchison County Commission met Thursday, December 12, 2024. Present were: South District Commissioner Richard Burke and North District Commissioner Jim Quimby. Susette Taylor, Clerk of the Commission, was attending the MAC Work Comp Board of Directors meeting and Presiding Commissioner Curtis Livengood. was absent.
South District Commissioner Burke called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Assessor Rochelle Moore met with the commission to discuss department matters.

Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Matthew Fazio, P.E., Bridge Project Manager with Great River Engineering, was present to provide updates for BRO-24, BRO-25 and BRO-26 and presented payment invoice #12 for each project. In addition, he provided a Project Status Report for BRO-003 – Bridge No. 3570016 – X Avenue over Little Tarkio Creek.
The project summary was to provide professional engineering services to replace an existing bridge. Engineering services include planning and design. The project is to be completed utilizing MoDOT’s BRO program.
The project status included the following: Preliminary Design – 0% complete, target completion is March 2025; Environmental Clearance – 0% complete, target completion is October 2025; Right-of-Way Acquisition – 0% complete, target completion is October 2025; Final Design/PS&E – 0% complete, target completion is November 2025; Bidding – 0% complete, target completion is February 2026; and Construction – 0% complete, target completion is April 2025
Actions completed in the past 30-60 days include: Obligation of funds from MoDOT and scheduled survey work
Planned work for the next 30 days includes: Initiate environmental processes
Additional information/issues include: Due to the high volume of GRE projects that are wrapping up in the coming months, this project will have very little progress in the near future. Internal schedule to reflect contractual completion will be closely monitored.
Presiding Commissioner Livengood inquired about the timeline for this bridge being closed during construction. Mr. Fazio’s estimate was 60 to 90 days. With the construction phase not scheduled until 2026, the commission wanted Great River to be aware that there is a large business located in this area that relies on this bridge and has a high volume of traffic, so communication and prior notification will be essential as progress is made with this project. Mr. Fazio took note of these concerns and asked if there were certain months that would be higher volume than others, and they will be addressed as the plans move forward. Clerk Taylor requested estimated construction costs for the budget. In closing Mr. Fazio stated that he would be the primary contact for these projects moving forward and Melissa Massar would be the overall project lead.
Clerk Taylor presented the 2025 legal service agreement with Schraeder Law Firm. After review, the commissioners voted to approve the 2025 legal service contract.
The commission signed a signature agreement for Citizens Bank & Trust to remove Debbie True from all accounts and add Tasha Zach beginning December 31, 2025.
Clerk Taylor presented the 2025 renewal agreement for property and liability insurance through HCC Public Risk Missouri, with a rider for cyber security coverage through Coalition Insurance Solutions, Inc. The commissioners voted to renew the policy for 2025.
The commission met with Assistant Road and Bridge Supervisor Kenny Wallace and offered him the supervisor position. He is reviewing the offer.
Additions and abatements were approved as follows:
Personal Property (November 2024) – Additions to the tax books were: 2024, $21,415.48; 2023, $417.91; 2022, $821.24; 2021, $44.07.
Abatements to the tax books were: 2024, $1,780.55.
Real Property (November 2024) – Additions to the tax books were: 2024, $545,340.97. Abatements to the tax books were: 2024, $742.32.
Ag Rock (November 2024) – Additions to the tax books were: 2024, $22.62, Abatements to the tax books were: 2024, $22.62.
