The Atchison County Commission met Thursday, April 17, 2025. Present were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, North District Commissioner Jim Quimby, and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Tasha Zach, newly appointed Atchison County Treasurer, was sworn in by Atchison County Clerk Susette Taylor before the commission and other elected officials.
Sheriff Andy Riley and Deputy Travis Cochenour met with the commission to continue budget discussions about adding a Student Resource Officer (SRO). They reviewed a tentative budget for all expenses related to an SRO and agreed on an estimated cost of $35,000 to $40,000 for each school district and the county. Sheriff Riley will meet with the school districts to see if they are willing to commit the necessary funds to have an SRO. If they are, then the commission will schedule a group meeting with all three school district boards to address questions and concerns before moving forward.
The commission reviewed the agreement submitted by Justice Solutions to provide a new CAD system for the Atchison County Sheriff’s Office in the amount of $650.00 per month for the life of the contract with all implementation fees waived. The current CAD system is with Computer Information Systems, Inc. Their proposal was $10,000 for professional services, $10,000 for annual renewal, and $18,000 for a new server.
Justice Solutions has offered this agreement based on the Atchison County Sheriff’s Department being a first-time user in the State of Missouri. Sheriff Riley has researched the company and feels it is the best CAD System for his department and will provide significant savings to the department over this life of the contract.
The commissioners voted to approve the agreement with Justice Solutions for a new CAD system with a total cost of $650.00 per month for the life of the contract.
County Government Day was set for Wednesday, April 23. County Government Day is sponsored by the Atchison County American Legion and American Legion Auxiliary and hosted by the county officials.
The commission reviewed and approved the 2025 Schedule 13 documents from utility companies that have miles of line in Atchison County. Clerk Taylor will complete Form 40 showing the total miles of line for each company for submission to the State Tax Commission.
Road and Bridge Supervisor Kenny Wallace was in to discuss department matters.
Clerk Taylor reported that the April election results were certified on Friday, April 11, and certifications have been forwarded to all political subdivisions. Results are attached to the record.
