The City of Fairfax Board of Aldermen held a regular meeting June 18, 2025. The meeting was called to order by Tabitha Wintz, Mayor, at 6:00 p.m. Roll was taken. Also in attendance were: Kamron Woodring, Tristan Ray, and Stephanie Stevens, aldermen; Christy Stevens, City Clerk; Terry Miller, City Treasurer; John Brown, Water Superintendent; Steve Stevens, City Employee; Robert Wilson, Auditor; Aimeé Seymour, resident; and Kirk Kopper, Northwest Missouri Regional Council of Governments

The tentative agenda was approved unanimously.

Visitors/Presentations/Public:

Robert Wilson, Accounting Solutions, LLC, was in attendance to present the 2023 city audit. He discussed the audit and found no significant findings. Robert left the meeting at 6:15.

Kirk Kopper, Northwest Missouri Regional Council of Governments (NWMORCOG), was present at 6:35 p.m. to give information for what the NWMORCOG can do for the city. They help with planning and grant writing services along with helping find grants for the city. Kirk left the meeting at 6:55 p.m.

The aldermen approved the minutes of the regular meeting May 21, 2025. They also approved accounts payable.

Old Business

Tabitha Wintz contacted the superintendent at Craig R-3 School to discuss more information about MOCAAT. The city will get in contact with the City of Craig to discuss their approach with MOCAAT and to look into getting started.

New Business:

Bill #2025-5 –  An ordinance pertaining to lead ban in public and private drinking water plumbing. Tristan Ray made a motion to approved Bill #2025-5. Kamron Woodring second. Motion passed unanimously. Bill #2025-5 assigned Ordinance #2025-04-1576.

Tabitha Wintz had some inquiries about the city park having a sign-up sheet for park usage. After some discussion it was decided to continue being first come first served and if people wanted to, they could put up signs to give notice of when events would take place at the park.

Staff Reports:

Terry Miller, City Treasurer, informed the council of a CD maturing soon. After some discussion, the aldermen voted to go with the four month CD.

John Brown, Water superintendent, reported that a water inspection with Missouri DNR went well and that was the reasoning with the updated lead ban ordinance. He also reported that about 8-10 blocks around the city will begin street repairs soon.

Christy Stevens, City Clerk, reported that primacy fees will be notified on next month’s water bills and be applied on August’s water bills. These are yearly fees per Missouri DNR.

The meeting moved into executive session to discuss personnel at 7:00 p.m.

The executive session closed at 7:55 p.m.

The regular meeting was adjourned at 7:57 p.m.

The next meeting is Wednesday, July 16, at 6:00 p.m.
