The City of Fairfax Board of Aldermen held a regular meeting July 16, 2025.
Alderman Kamron Woodring sent the council a letter of resignation on July 11, 2025. The council approved. Kamron abstained from the hiring process of the Public Works Superintendent position.
The meeting was called to order by Tabitha Wintz, Mayor, at 6:00 p.m. Others in attendance were: Debra Wyatt and Stephanie Stevens, aldermen; Kamron Woodring, Public Works Superintendent; Christy Stevens, City Clerk; Nathan Thomas, auditor; Jason Hoffman, MOCAAT (via Zoom); and Steve Stevens, city employee.
The tentative agenda was approved.
Visitors/Presentations/Public
Jason Hoffman, Representative for MOCAAT (Missouri Capital Asset Advantage Treasury) was available via Zoom to discuss the benefits of joining MOCAAT. It is an investment opportunity for the city to join over 260 other municipalities in the state of Missouri to have money all pooled together and managed professionally. There is no cost to be a member and pay-outs can be same day. After a short discussion Jason left the meeting at 6:15 p.m.
Nathan Thomas, Accounting Solutions, LLC, was in attendance to present the 2024 city audit. He discussed the audit and found no significant findings. Nathan left the meeting at 6:30 p.m.
The minutes of the regular meetingJune 18, 2025, were approved. Accounts payable was also approved.
New Business
Bill #2025-6 – An ordinance approving an intergovernmental cooperation agreement for the investment of public funds through the Missouri Capital Asset Advantage Treasury (MOCAAT) program. The aldermen voted to approve Bill #2025-6. Bill #2025-6 was assigned Ordinance #2025-07-1577.
Christy Stevens, City Clerk, presented the six month budget review to the council. Nothing of concern stood out to the council. The aldermen voted to approve the six month budget review.
The council has received concerns and questions regarding golf carts and ATVs. These concerns were discussed and ordinances from other towns were reviewed. After a lengthy discussion, it was decided to review current ordinances and see if any updates are needed. Further discussion will take place at next council meeting.
Tabitha Wintz, mayor, was in connection with the Fairfax Improvement Foundation (FIF). They will start having meetings together so that the city and FIF are on the same page when it comes to new projects. Debra Wyatt volunteered to attend meetings with Tabitha.
Debra Wyatt made a motion to appoint Ryan Kingery to fill the vacant alderperson position. Stephanie Stevens seconded and the motion passed unanimously.
Stephanie Stevens made a motion to appoint Debra Wyatt as president. Alderman Tristan Ray was called and he seconded the motion, which passed unanimously.
Staff Reports
Terry Miller, City Treasurer, submitted to the council that all accounts are in balance.
Steve Stevens, city employee, reported that they will be repairing the street by the scout cabin at the bottom of the park soon. Kamron Woodring called a company out of Texas to send the city 100 pounds of rock asphalt to try. It has tack in the rock so when it is rolled out it compresses all together. If it is a good product the city will consider ordering more.
Christy Stevens, City Clerk, reported that the city wide clean-up will be coming up soon. She has scheduled the dumpsters to be August 1, 2, and 3. A list of what is not accepted will be posted at the dumpster site. She also reported that she will be contacting the city attorney about a nuisance property.
Debra Wyatt moved to go into executive session to discuss personnel at 7:45 p.m. Stephanie Stevens seconded and the motion passed unanimously.
Executive session closed at 8:25 p.m. and the regular meeting was adjourned at 8:30 p.m.
The next meeting is Wednesday, August 20, at 6:00 p.m.
