The Atchison County Commission met Thursday, September 18, 2025. Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby and South District Commissioner Richard Burke all attended the Northwest Commission meeting held in Grant City.

The Atchison County Commission met Thursday, September 25, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
A temporary liquor licenses application for 5BWC – 5% Beer & Wine Caterer for Friendship Day in Tarkio from Just in Time Promotions was reviewed. The commissioners voted to approve the application and grant the license.
Clerk Taylor advised the commission that ACDC Director Monica Bailey has requested Mary Ann Hull be appointed to fill the unexpired term of Bob Alldredge, who has retired from his position on the IDA Board of Directors. The commissioners voted to approve the appointment.
The 2026 bids for rock were opened and read at 9:00 a.m. Nick Jameson with Schildberg Construction, Road and Bridge Supervisor Kenny Wallace, and Assistant Allison Cherry were present for the openings.
Bids were as follows:
Schildberg – Shambaugh Quarry: 1¼”, $17.35; 1”, $17.45; 2½”, $17.45; rip rap, $18.55
Schildberg – Graham Quarry: 1¼”, $16.30; 1”, $16.40; 2½”, $16.40; rip rap, $18.05
Norris: 1¼”, $16.45; 1”, $16.45; 2”, $16.45; rip rap, $20.00; backfill, $14.00
All bids were initially tabled but after further review and discussion, the commissioners voted to accept the lowest bid which was Schildberg Graham Quarries for the majority of the rock and the Shambaugh Quarry for Westboro area due to the location and mileage. Bids were right at $1.50 per ton higher than last year’s bid.
The 2026 propane bids were opened and read at 9:15 a.m. The only bid was from MFA Oil & Propane for $1.35 per gallon delivered with monitoring and tanks provided. The commissioners voted to accept the bid from MFA Oil.
The 2026 bids for fuel were also opened and read. Bids were as follows:
• MFA Oil – cost plus $.08 for gasoline and cost plus $.05 for premium #1 diesel.
• Younger Oil – cost plus $.051 for gasoline and cost plus $.081 for diesel.
The commission reviewed the bids and stated all bids met the specifications. The commissioners voted to accept the low fuel bid from MFA Oil to supply all three highway barn locations.
Road and Bridge Assistant Allison Cherry notified the successful bidders.
The commission set the bid opening date for rock hauling as October 30 at 9:30 a.m.
Sourcewell Quote #032525-ALO/Member No. 163809 for a Bush Hog mower was presented by Road and Bridge Supervisor Kenny Wallace. Following discussion, the commissioners voted to purchase the mower.
Sheriff Andy Riley was in to discuss department matters. The commission commended Sheriff Riley and his department for their outstanding investigation and work to locate two local girls who had gone missing after a local football game home and return them safe to their families.
Sheriff Riley reported that the meeting with all three school boards and superintendents for a Q & A with the commissioners about the cost and structure of having a Student Resource Officer in Atchison County will be October 8 at 6:00 p.m. It will be held at the Velma Houts Building.
The commission reviewed and signed the Request for Concurrence letter for BRO-R003(24) and BRO-R003(25) for submission to Madison Woodward, MoDOT NW Director.
The following proclamation was reviewed and extended.
Proclamation From the Atchison County Commission
Recognizing the Atchison County Sheriff’s Department, Atchison County 911, Rock Port Police Department, Rock Port Fire Department, and all additional agencies that assisted in any way, for their outstanding efforts in the safe recovery of two missing children
WHEREAS the safety and well-being of our citizens, especially our children – are of the utmost importance to the people of Atchison County, Missouri; and
WHEREAS, on a recent occasion, two young girls were reported missing, causing great concern throughout the community; and
WHEREAS, the Atchison County Sheriff’s Department, Atchison County 911, Rock Port Police Department, and Rock Port Fire Department responded with immediate coordination, professionalism, and determination; and
WHEREAS, through exemplary teamwork, tireless dedication, and swift action, these departments worked together seamlessly to ensure the safe and timely recovery of the missing children; and
WHEREAS, their actions are a testament to the strength and preparedness of our local emergency services, as well as their unwavering commitment to protecting our community.
NOW, THEREFORE, BE IT RESOLVED that the Atchison County Commission does hereby recognize and commend the Atchison County Sheriff’s Department, Atchison County 911, Rock Port Police Department, and Rock Port Fire Department for their outstanding service and dedication in bringing two young girls home safe and expresses deep gratitude for their service to the citizens of Atchison County.
