The Atchison County Commission met Thursday, October 16, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
The commission met with Darren Woods with Emery Sapp & Sons, Inc. Mr. Woods expressed interest in leasing the laydown site at the corner of Hwy. 136 and L Ave., to use as a plant site for a resurface project of Hwy. 136 from March 2026 through March 2027. The commission said they would be in favor of leasing the location for $1,000 per month with payment up front at the beginning of the lease. Mr. Woods said they would be bidding on the project on Friday and would provide a lease document for the county to review if they were the successful bidder.
At 9:00 a.m. the commissioners voted to close regular session of the commission and open the 2025 Salary Commission meeting.
Following the 2025 Salary Commission meeting the commission returned to regular session.
Road and Bridge Supervisor Kenny Wallace provided a state bid quote through Sourcewell from Murphy Tractor & Equipment for a John Deere 672 P-Tier 6WD motor grader with $110,000 trade allowance. Final cost would be $327,790.00. Murphy also provided a Sourcewell quote for 2025 Falls 9 foot dozer blade for $9,880.00. Funding was already approved in the 2025 budget, so the commission approved moving forward with the trade.
The commissioners, Clerk Taylor, and Sheriff Andy Riley traveled to Clarinda, Iowa, to tour the new Page County Law Enforcement Center and met with Samuels Group Inc., an architect firm that specializes in design build.

Presiding Commissioner Livengood signed purchase orders for a state bid quote through Sourcewell from Murphy Tractor & Equipment for a John Deere 672 P-Tier 6WD motor grader with $110,000 trade allowance. Final cost would be $327,790.00, and one for a 2025 Falls 9 foot dozer blade for $9,880.00.
The commission began meeting with department heads and elected officials to review their 2026 budget. Meeting today were Treasurer Tasha Zach, Collector Diane Livengood and Recorder Eliza Beasing. Coroner Shawn Minter and Circuit Clerk Thyra Davis Beckman submitted their forms earlier in the week.
Sheriff Andy Riley was in to discuss department matters and reviewed the intergovernmental agreement to provide law enforcement service to the City of Rock Port.
Maintenance Supervisor Jack Wiley met with the commission to discuss the need for emergency repairs to the stairs on the front lawn that have settled due to washout underneath. A company will be onsite on Friday to assess the damage and see what it will take to stabilize the area.
