The Atchison County Commission met Thursday, November 13, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Clerk Taylor presented Flood Plain Permit #2025-02 for review. The permit was for a new bridge on X Avenue, Fairfax, Missouri. Emergency Management Director Rhonda Wiley reviewed the permit and recommended approval. The commissioners voted to approve Permit #2025-02 as presented. The permit was forwarded to Great River Engineering for the project.

Assessor Rochelle Long met with the commission to review her 2026 budget.

Emergency Management/911 Director Rhonda Wiley was in to report the Code Red was down due to a cyber-attack at their main headquarters, not locally, and that FEMA has suspended all accounts with Code Red. This leaves Atchison County with no way to communicate with the public. Rhonda said she has communicated with Everbridge, which is the communication software used by NPPD and felt that since this is not the first time that Code Red has gone down, it would be in the county’s best interest to move to a public communication system that is more reliable. The commission agreed and requested she get a quote to move to the new system, which is a software product, and the annual fee is under the required bid amount. Director Wiley was able to immediately get a quote from Everbridge and the annual fee of $4,306.00 was very compatible with what the county currently pays for Code Red. The commissioners voted to waive the bidding process and move forward with Everbridge for emergency public communication.

Presiding Commissioner Livengood made a motion to move into closed session according to RSMO 610.021 subsection (2 and 3). The motion was seconded by South District Commissioner Burke. The vote to move into closed session was unanimous.

The commissioners voted unanimously to move out of closed session.

There being no further business, the commission adjourned.
