The Atchison County Commission met Tuesday, November 18, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Emergency Management/911 Director Rhonda Wiley was in to review her 2026 budget. She presented cost information on upgrading the remainder of her CAD system and recorder to Voice Over IP.

Presiding Commissioner Livengood made a motion to move into closed session according to RSMO 610.021 subsection (2). The motion was seconded by South District Commissioner Burke. The commissioners voted unanimously to move into closed session.

The commissioners voted to move out of closed session and return to the regular session.

There being no further business, the commission adjourned.

The Atchison County Commission met Thursday, November 20, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Additions and abatements to the tax books were approved as follows:

Personal Property – October 2025 – Additions to the tax books: 2025, $33,088.15; 2024, $778.16; 2023, $22.17. Abatements to the tax books: 2025, $1,721.06.

Real Property – October 2025 – Additions to the tax books: 2025, $614,914.96. Abatements to the tax books: 2025, $4,095.80.

Ag Rock – October 2025 – Additions to the tax books: 2025, $168.63. Abatements to the tax books: 2025, $252.42.

Sheriff Andy Riley, Chief Deputy Travis Cochenour, and Personal Assistant Amy Ferguson met with the commission to review the 2026 law enforcement budget.

Clerk Taylor reported that she had met with Road and Bridge Supervisor Kenny Wallace for preliminary budget review and he was waiting on a few more quotes for final budget presentation.

Presiding Commissioner Livengood made a motion to move into closed session according to RSMO 610.021 subsection (2). The motion was seconded by South District Commissioner Burke. The commissioners voted unanimously to move into closed session.

The commissioners voted to move out of closed session and return to the regular session.   

Following closed session discussions, South District Commissioner Burke made a motion to enter into an agreement with Goldberg Group Architects: Justice Credentials out of St. Joseph, Missouri, to provide a feasibility study to offer architectural service to study the possibility of improvements, expansion, or replacement of the Atchison County Sheriff’s office and jail. North District Commissioner Quimby seconded the motion. The commissioners voted unanimously to enter into the agreement for professional services.

Presiding Commissioner Livengood signed the agreement and Clerk Taylor forwarded it to Sydney Goldberg, Goldberg Group Architects.
