The Atchison County Commission met Tuesday, December 2, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, and Clerk of the Commission Susette Taylor.
Presiding Commissioner Livengood called the meeting to order. Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
All December meetings of the commission have been moved to Tuesday for the month of December, due to holidays and board meetings and the Northwest Commission meeting all falling on Thursdays. This will allow the commission to continue work on year-end details and budget.
Road and Bridge Supervisor Kenny Wallace met with the commission to review his 2026 budget.
Clerk Taylor presented rates for dental insurance renewal for 2026. The county’s broker HIC provided rates from BEAM (the county’s current provider), Principal and Ameritas. After reviewing all quotes, benefits and cost it was the recommendation to go back to Ameritas for dental and vision. The commissioners voted to accept Ameritas as the 2026 provider for dental and vision (with VSP).
Clerk Taylor presented an early review of the 2026 budget.

Additions and abatements to the tax books were approved as follows:
Personal Property – November 2025 – Additions to the tax books: 2025, $15,488.56; 2024, $2,332.47; 2023, $460.09; 2022, $353.92. Abatements to the tax books: 2025, $10,298.30.
Real Property – November 2025: There were no additions to the November 2025 tax books. Abatements to the tax books: 2025, $242.35.
Ag Rock – November 2025: There were no additions or abatements to the November 2025 Tax Books.
Matthew Fazio with Great River Engineer met with the commission at 9:30 a.m. to present Supplemental Agreement #3 for BRO-26 and answer any questions. The supplement was for additional charges related to the requirements of a 408-permit required by the U.S. Army Corps of Engineers. At the beginning of the project GRE – Great River Engineering was told that the permit was not required, but after further review it was found that it was indeed required due to the bridge being within the flood plain. The county and Langdon Special Road District will share the 1% cost share. The commissioners voted to approve Supplemental Agreement #3 for payment and signing. Road and Bridge Supervisor, Kenny Wallace was present for the review.
Mr. Fazio provided an update on the bundled project which includes the Kirby Bridge and Ranch 11 Bridge repairing scour issues. He reported the project pre-conference would be held in March of 2026. He noted there would need to be some trees and brush cleared by the local department. Road and Bridge Supervisor Kenny Wallace would serve as the LP of Record by providing daily log reports for the project. Anticipated completion date is October of 2026.
Mr. Fazio also reported that they will begin working on right-of-way agreements for X Avenue Bridge Project with PSE submittal in late December to mid-January.
Mr. Fazio agreed to provide a soft-match report and felt Atchison County would probably need to look at purchasing some additional soft-match to complete all projects.
Clerk Taylor presented Cooperative Agreement #ER10226007 the IV-D County Reimbursement Grant effective January 1, 2026 – December 31, 2028. The commissioners voted to approve the agreement as submitted.
