The Atchison County Commission met Tuesday, December 16, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, North District Commissioner Jim Quimby, South District Commissioner Richard Burke, Clerk of the Commission Susette Taylor, and Deputy Clerk Okema Galston.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

Steve Joesting, president of the Atchison County Fair Board, was present at the invitation of the commission to discuss the fair board’s willingness to work with the county to provide easement options along the west side of their property if the county was to purchase the adjacent property from MFA. Mr. Joesting said his board would meet in January and they would discuss it and let the county know.

The Senior Citizens Service Board requested that the commission appoint Todd Staples to fill the unexpired term of Mark Stockstill and renew the appointment of Karen Vette to serve a new four-year term. The commissioners voted to appoint the board members as requested.

The commission continued review of preliminary designs provided by Goldberg Group.

The commission will travel to Andrew County on Thursday, December 18, for the Northwest Commission meeting.

The Atchison County Commission met on Tuesday, December 23, 2025. Present for the meeting were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, Clerk of the Commission Susette Taylor and Deputy Clerk Okema Galston. North District Commissioner Jim Quimby was absent.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

John Hickman with HIC Insurance met with the commission to present two prescription reimbursement checks from the county’s 2025 partially self-insurance health plan. The two checks totaled over $10,000. This is the first time the county has received a rebate from their health plan.

Presiding Commissioner Livengood opened the public hearing to amend the 2025 budget at 9:00 a.m. Clerk Taylor reported that she needed to amend Fund 57 – Election Service Fund in the amount of $3,000 for an SOS Show-me Certification Grant; Fund 32 – County Road Rock  due to additional revenues from the Department of Conservation and additional sales tax revenue; Fund 33 – Economic Development due to increased sales tax; and Fund 46 due to a mid-year statute change implementing changes to the sheriff’s retirement. The commissioners voted to allow Clerk Taylor to amend the 2025 budget as needed. Clerk Taylor will make the necessary amendments and forward the details to the state.

The public budgetary hearing closed and the commission returned to regular session.

The commission signed the 2026 intergovernmental agreements with the Tarkio and Phelps City Road Districts.

Clerk Taylor presented the 2026 Northwest Missouri Regional Council of Governments membership agreement. The commissioners voted to approve the membership agreement.

Clerk Taylor presented the 2026 legal services agreement with Schraeder Law. The commissioners voted to approve the 2026 agreement.

Presiding Commissioner Livengood reported that he had been contacted by a citizen about the need for “Road Maintenance Ends in 50 Feet” signs on some wind turbine roads. They agreed and will have Road and Bridge Supervisor Wallace investigate and get them installed.

Presiding Commissioner Livengood reported that Atchison County will host the next Northwest Commission meeting on March 19.
