The Atchison County Commission met Thursday, January 15, 2026. Present at the meeting were: Presiding Commissioner Curtis Livengood, South District Commissioner Richard Burke, and Susette Taylor, Clerk of the Commission. North District Commissioner Jim Quimby was absent.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Month-end department reports were reviewed and approved.
The commission reviewed a project status update from Matt Fazio with Great River Engineering on BRO-003001 X Avenue Bridge Replacement. The report shows: survey, preliminary H & H, preliminary design, environmental clearance and right-of-way conveyance documents are all 100% complete; right-of-way acquisition is 25% complete; and final design and bidding documents are 80% complete.
Planned work for the 30 days will be complete structural design and plans, obtain right-of-way from all property owners, and complete contract bidding documents and PS&E documents for PS&E submittal.
Clerk Taylor reported that an amendment had to be made to the contract of obligation which requires a new resolution to be approved.
RESOLUTION 001-2026
WHEREAS, Atchison County, Missouri, deems it necessary and proper to enter into a “contract of obligation” with the Department of Natural Resources as authorized by the law and by the rules adopted pursuant to the law.
Now, therefore, be it resolved by the above-named county that Curtis Livengood, Presiding Commission, as the Signatory Agent of Atchison County, Missouri, is hereby authorized to enter into the contract of obligation affixed hereto and to sign the contract of obligation on behalf of the above-named county and in addition certifies that this contract is identical to the working specified in 10 CSR 80-2.030(4)(D)7.G. as such rules were constituted on the date this contract was signed.
The commissioners voted to approve Resolution 001-2006.
Presiding Commissioner Livengood signed the updated contract of obligation for the Missouri Department of Natural Resources. Clerk Taylor will submit all necessary documents.
The commission signed the appropriation order to submit the 2026 budget to the state.
The commission reviewed the 2025-26 CART rock agreement with the Missouri Department of Conservation. After review, the commissioners voted to approve the agreement.
Brian Keierleber, P.E., representing the Missouri Soybean Association, met with the commission and gave a very interesting presentation on a cost-effective way for rural counties to replace bridges using the bottom section of old rail cars. The commission invited him back to present at the Northwest Commission meeting, which they will host in March.
The commission reviewed and approved Progress Invoice No. 8 for BRO-003001.
