The City of Fairfax Board of Aldermen held a regular meeting Wednesday, April 15, 2026.
The meeting was called to order by Tabitha Wintz, mayor, at 5:30 p.m. Also in attendance were: Tristan Ray, Debra Wyatt, Ryan Kingery, and Ashley Grossman, aldermen; Terry Miller, City Treasurer; Christy Stevens, City Clerk; Ky White, maintenance technician; John Brown, temporary city employee; and Marilyn Reed, resident.
The tentative agenda was approved.
Christy Stevens, city clerk, swore in the newly appointed officials: Ryan Kingery, alderman-at-large, and Ashley Grossman, alderman-at-large. Tristan Ray left the meeting at 5:35.
The aldermen voted to approve the regular minutes of March 18, 2026.
They also approved accounts payable.
New Business
The City of Fairfax needs to appoint a new representative for the Atchison County Wholesale Water Commission. It was decided to table the decision until next month.
Three street bids were presented to the council. After a lengthy discussion the aldermen voted unanimously to accept the bid from Approved Paving to apply hot asphalt on North Sly from 3rd to 6th Street and on 6th Street from Highway 59 to North Green Street. If Approved Paving cannot get to Fairfax before summer is over then the council will discuss necessary ditch work and possible chip and seal.
A bid for mowing was presented to the council from Northwest Missouri Industries, Inc. Their bid was for mowing, weedeating, and blowing off sidewalks at the city park and the ballfield. After a short discussion it was decided to not go with the bid and to hire one of the part-time mowing applicants.
Staff Reports
Terry Miller, City Treasurer, reported that all accounts are in balance.
Christy Stevens, City Clerk, reported that city-wide clean-up with dumpsters will be May 8-10. She also mentioned the annual CCR water quality report will be added on the back of water bills later this month and is posted at city hall. It is also available at www.dnr.mo.gov/ccr/MO1010265.pdf.
Ky White, maintenance technician, reported that the ditch at Broadway and South 1st is needing cleaned and straightened out. The shoulder at South Sly and Cedar is caving and needs to be restructured to keep it from getting worse in the future. He got a quote for cold patch mix and mentioned to the council that the city will need to order more rock. The aldermen voted to accept the cold patch mix quote and to order more rock.
John Brown, part-time city employee, reported that the EPA is getting strict with the ammonia variance perimeters. The city will file the appropriate paperwork to stay in compliance.
The aldermen voted unanimously to go into executive session at 6:50 p.m. to discuss personnel.
The council came out of executive session at 7:45 p.m.
The regular meeting adjourned at 7:45 p.m.
The next meeting is May 19 at 5:30 p.m.
