The Atchison County Commission met Thursday, April 23, 2026. Present at the meeting were: Curtis Livengood, Presiding Commissioner; Jim Quimby, North District Commissioner; Richard Burke, South District Commissioner; Okema Galston, Administrative Assistant of the Commission; and Susette Taylor, Clerk of the Commission.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Bryce Acton and Nathan King with MoDOT were in to present findings from the county’s bridge inspections. Of the 113 bridges, only five were listed in poor condition. Two of those five are already scheduled to be replaced in 2026. Two more of those five are on schedule for replacement in 2027. There are two bridges that have damage or missing weight signs that need to be repaired or placed as soon as possible. Compared to other counties, Atchison County bridges are in good shape.
Matt Fazio, Bridge Team Leader with Great River Engineering, presented documents to be signed for the BRO-003001 X Avenue bridge replacement. Also present was Allison Cherry, Road and Bridge Administrative Assistant. Documents presented were Certification of Plans, Specifications & Estimate; Letter of Certification Utilities Status; and Right of Way Clearance Certification. All documents were reviewed and signed by Presiding Commissioner Livengood.
Mr. Fazio provided a soft-match report for the upcoming BRO projects and felt Atchison County should consider purchasing some additional soft-match funds from any county that might have additional funds to complete all projects. Presiding Commissioner Livengood reached out to the Nodaway County Commission, and they will get back to him.
Administrative Assistant Galston presented the 2026 Form 40 and Schedule 13’s to the commission for approval. After review, voted unanimously to approve the 2026 Form 40 and Schedule 13’s.
The commissioners, along with Administrative Assistant Galston, completed the county property inspections.
