The Atchison County Commission met Thursday, May 14, 2026. Present at the meeting were: Curtis Livengood, Presiding Commissioner; Jim Quimby, North District Commissioner; Richard Burke, South District Commissioner; and Okema Galston, Administrative Assistant of the Commission. Susette Taylor, Clerk of the Commission, was absent.

Presiding Commissioner Livengood called the meeting to order.

Minutes of the previous meeting were read and approved.

Bills were reviewed and approved for payment.

John Hickman, a health insurance agent with HIC, was in to go over up-to-date claim reports.

Kevin Rost with Goldberg Architects was in for further discussion regarding the feasibility study for a law enforcement facility. Also present were Sheriff Andy Riley and Chief Deputy Travis Cochenour.

Administrative Assistant Galston presented the commission with an agreement from Nodaway County to have $100,000 soft match credit funds transferred by MoDOT to Atchison County at the cost of $65,000.00 to cover BRO projects. After review of agreement, the commissioners voted to approve the agreement to purchase $100,000 soft match credit funds.

The commission received a report from Matt Fazio with Great River Engineering (GRE) on updates for all three scour repair projects. He had prepared preliminary estimates for these projects with the intention of assisting the county’s planning for soft match funding for the county’s remaining BRO projects and determined that the scopes were too expansive for rock blanket installation which were going to really inflate the costs. He reduced the rock blanket extents while still being appropriate for protection of the bridge abutments which is hopefully going to have the following effects: reduced construction costs, reduced construction inspection costs, potentially avoiding need for a cultural resources survey, and potentially avoiding need for right-of-way negotiations. He is waiting for approval from MoDOT on the last two items.

Matt Fazio then mentioned that 5822 project BRO-R003004 on T Avenue was the bridge with the misidentified location. After attempting to update plans for the correct location, they identified issues with all sources of LiDAR for that bridge which means the plans they were going to provide for the project were going to have inaccurate site information. Their proposal was to just use aerial imagery along with the county’s right of way extents to determine extents of rock blanket installation. If MoDOT will not approve of this alternative, then he will propose other minimally costly options while lastly resorting to just sending survey out to the project site to obtain the necessary information.

The commission also reviewed the project status on BRO-R003026 OPP Bridge. Matt Fazio stated: “Now that we have the information from the bridges upstream, and USACE has confirmed that they cannot provide a model for us, we will update our model with this information. We should be able to get the model ironed out to where MODOT will approve it and when that happens, we will have met our obligations for the 408 permit, and we will be able to quickly move into the final design stages and progress to PS&E submittal shortly thereafter.”

The last bridge update was for BRO-R003001 X Avenue. Matt Fazio has received the PS&E approval from MoDOT and they should be able to advertise for bidding soon.
