The Atchison County Commission met Thursday, June 25, 2026. Present at the meeting were: Present at the meeting were: Curtis Livengood, Presiding Commissioner; North District Commissioner Jim Quimby, North District Commissioner; Susette Taylor, Clerk of the Commission; and Okema Galston, Administrative Assistant of the Commission. Richard Burke, South District Commissioner, was absent.
Presiding Commissioner Livengood called the meeting to order.
Minutes of the previous meeting were read and approved.
Bills were reviewed and approved for payment.
Clerk Taylor informed the commission that representatives from McBride, Lock & Associates had scheduled a teams meeting during today’s session to review their exit report. She requested that the commission move into closed session.
The commissioners voted to move into closed session according to RSMO 610.022 subsection (17).
The commissioners voted to move out of closed session and return to regular session.
Deputy Clerk Meinecke presented a temporary liquor license application (RBDC – Retail by Drink, Caterer) from Dennis and Melanie Sherlock of Sherlock Enterprises, LLC, d/b/a River Rock Lanes to serve alcohol at Community Hospital-Fairfax’s Dueling Piano fundraiser in Tarkio Saturday, July 11, 2026. The commission reviewed the application and voted unanimously to approve the temporary liquor license.
Sheriff Andy Riley presented a quote from Elastec for a drug terminator. This is a device that is designed to safely and efficiently dispose of confiscated drugs. The device can also be used to incinerate paraphernalia and expired pharmaceuticals. Sheriff Riley has spoken with the police departments in Rock Port and Tarkio. They are bringing the option of sharing costs to their board meetings for approval. The drug terminator would also be available to the local pharmacies to help dispose of unused and/or outdated medications. The quote has been tabled until the county receives approvals from City of Rock Port and City of Tarkio.
There was also discussion with Sheriff Riley regarding a news release to the public about the planning process and current stage of a possible new law enforcement facility. The county is still in the feasibility phase, but the commission feels it is time to make a public release of information.
The commissioners reviewed the weekly progress reports for BRO-R003(24) sent by Steve Portman with Great River Engineering.
There being no further business, the commission adjourned then went and inspected county roads.
