The City of Fairfax Board of Aldermen met Monday, August 24, 2026. The meeting was called to order by Alderman Ryan Kingery at 5:30 p.m. Roll was taken. Those in attendance were: aldermen – Ryan Kingery, Ashley Grossman, Deb Wyatt, and Stephanie Stevens; city treasurer Terry Miller; mayor Tabitha Wintz; city clerk Christy Stevens; public works superintendent Mike Lewis; and resident Karen Hansen.

The tentative agenda was approved.

Public hearing notices for the Property Tax Public Hearing were posted on August 17, 2026, at Fairfax City Hall, Fairfax Post Office, and Farmers State Bank in Fairfax.

Bill #2026-1 titled: “An ordinance providing for the rate of taxation for general and special purposes within the city of Fairfax, Missouri, for the calendar year 2026” was presented to the council and read by title by Ryan Kingery.

Debra Wyatt moved to approve Bill #2026-1. The motion was seconded and approved. Bill #2026-1 assigned ordinance #2026-08-1580.

Karen Hansen and family was present to discuss concerns about the water drain near her property. When North Sly got new asphalt, the water drain got covered up. She is concerned that when there is heavy rain it is going to flood her property. The city guys have tried their best to make a different path for the water to go and to clean out the water drain but she is still concerned. The city will take a closer look at who is responsible for the fix and get back to Karen. Karen and family left the meeting at 5:50 p.m.

The regular minutes of July 14, 2026, were approved, as well as accounts payable.

There was no old business to discuss.

New Business

The council discussed some nuisance properties around town and Christy will get letters sent out to them. It was brought to the council’s attention that there are unpaid invoices for rock that was delivered to some home owners. After a short discussion, Debra Wyatt motioned to apply a 10% fee for any one month late payments on city invoices. Stephanie Stevens second. The motion passed unanimously. Christy will make an ordinance and bring to next month’s meeting.

Staff Reports

Terry Miller, city treasurer, reported that all accounts are in balance.

Mike Lewis, public works superintendent, reported that he and Ky White passed their water distribution tests. A water main was hit a few days ago and was fixed in a timely manner. The city pickup needs to be replaced soon. The floorboard and a few other areas are rusting out. Mike gave a few options to the council so they could compare prices. Christy is going to email Jerri Dearmont of Northwest Missouri Regional Council of Governments to see if there are any grants available for a new truck. If there are not then the city will look more at truck options. Mike also discussed that water meters and endpoints are getting destroyed from people mowing over their meter lids. The city has replaced multiple meters through the years for free from residents tearing them up. Debra Wyatt motioned starting October 1, 2026, any water meters that are broken or damaged will be the property owner’s responsibility to pay to replace the water meter or any parts associated with the meter. Ryan Kingery second. Motion passed unanimously. Christy will make an ordinance and bring to next month’s meeting.

Debra Wyatt moved to go into executive session to discuss personnel at 7:00 p.m. The motion was seconded andd approved. Council came out of executive session at 7:20 p.m.

The meeting was adjourned at 7:22 p.m. The next meeting is Wednesday, September 16, 2026, at 6:30 p.m.
